The Heavy Constructors Association is an organization that focuses on professional issues facing the construction industry. The association serves as an independent umbrella organization for local independent civil contractors, approximately 36,000 strong. They meet at least twice a year. As a member of this association, you will have the opportunity to be involved in a wide range of projects. One example of a problem that exists in western Pennsylvania is the lack of construction safety standards for HVAC systems. Some constructors do not have adequate protection for their air conditioning systems and ducts. Other builders do not have adequate safeguards in place for the control of water temperature inside HVAC units. These problems contribute to a dangerous build-up of mold and mildew inside the HVAC system, which can make people sick without even being present.
Another issue facing the HCA is that of excessive speeding on highways. This problem is exacerbated by the lack of enforcement by local police departments. Speeding laws were developed to protect motorists from impaired drivers, but there are no speed limits on some stretches of the state's main highway. There is a lack of laws governing the speed limits, so the responsibility falls onto the shoulders of the Association of Constructors in Western Pennsylvania to enforce speed regulations. The state of western Pennsylvania also lacks some important environmental protections. When it comes to construction, most of the major highways are located along major rivers and lakes. These bodies of water to provide drinking water, fishing areas and recreational opportunities for millions of people. Yet, because many western Pennsylvania constructors do not have the necessary environmental permits, they are not allowed to destroy or disturb the natural habitats of certain species of animals and plants. Without those species left in place, the waterways and lakes will become endangered and harmful to the long-term health of those living in the area. Without the ability to sustain life, the economy of the state will crumble.
For the sake of all of the aforementioned species and animals, the state is working to develop strategies that will help preserve and protect these unique sites. The idea behind this strategy is twofold: one, to create a more secure habitat for species such as the hawthorn tree; and two, to encourage more highway construction in the area. Both of these strategies should be useful to both the hawthorn tree and the rest of the state's heavy construction industry.
